Description

Using ide-python on macOS Catalina causes two main issues:
* a "Python" icon in the Dock, seemingly constantly initialising (Jumping, then stopping without the little indicator dot, right clicking claims it's not responding, see image below.)
* Numerous Python processes to spawn. Just now, I had Atom running for a little over an hour and about 12 Python processes were spawned.

System:
* macOS Catalina 10.15.2
* Atom 1.43.0
* ide-python 1.5.0

Research direction

The issue names no source files, tests, or entry points. Reproduce with macOS Catalina 10.15.2, Atom 1.43.0, and ide-python 1.5.0, then trace what launches the Python processes and Dock icon; done means the icon no longer appears and unnecessary processes stop accumulating.
