Description

Greetings:
I am in the process of evaluating Atom as a replacement for Sublime Text; particularly for Python development. This brought me to `atom-ide-ui` and `ide-python`. As instructed, I added `atom-ide-ui` first, installed `python-language-server`, and finally `ide-python`.

All seemed to be working fine. `pyflakes` highlighted issues; `Jedi` popups displayed docstrings for methods, functions, etc. Exploring additional features, I came across the Outline view. Sadly, I was greeted with an Octocat busy icon that did not go away.

I will exclude the posts, thoughts, ideas, and various rabbit holes fallen into I encountered as I tried to find a solution. In short, Outline view works... sort of.
* If a file is opened, Outline view is "busy", but other features (i.e. `pyflakes`, etc.) work.
* Given an opened file in Atom, closing and starting Atom up again, results in a populated Outline view. However, opening another file results in a "busy" view, while switching back to the previously opened file, shows valid content.
* When Outline view is "busy", a simply modification of the file, such as typing a space or return, causes Outline view to have valid content.

I suspect that whatever `ide-python` does to populate the Outline view is not triggered when a file is first opened. However, already opened project files when Atom is started or editing a file causes the appropriate trigger.

Best regards,
frelling

P.S. These are my environment-specific details:
* Atom: (1.35.1 x64), installed from Atom repo
* Atom Packages: atom-ide-ui (0.13.0), ide-python (1.4.1)
* Python: 3.7.3+, built from source
* Python Packages: python-language-server (0.26.1), plus dependencies.
* OS: CentOS Linux release 7.6.1810
* Kernel: 3.10.0-957.10.1.el7.x86_64

Research direction

No source file or test is named. Reproduce the behavior with Atom 1.35.1, atom-ide-ui 0.13.0, ide-python 1.4.1, and the listed Python language-server setup, comparing first-open, restart, file switching, and an edit. Done means the Outline view populates when a file is first opened and after switching files without requiring a modification.
