Add infrastucture packages to registry.json

So then QA tools can pick them up. We can have a `type` field, too that is either `infrastructure`, `coordinated`, or `affiliated`.

Start by locating registry.json and reviewing its existing package entries and any QA-tool consumer. Add the infrastructure packages and the proposed type values described in the issue, then verify that QA tools can discover them.
