GetData gives incorrect results

The Matrix.Transpose method seems to be broken for nonsquare arrays.

Example code to produce the error is shown below. It seems that transpose assumes that the incoming matrix dimensions are switched perhaps.

Start with the attached Program.txt example and trace the Matrix.Transpose method in the .NET wrapper. Reproduce the result for a nonsquare array, then verify that the transposed dimensions and values are correct.
