Convert existing cores

I'm opening up this issue to track official cores that have or still need to be converted to use the new API code (replacing https://github.com/arduino/Arduino/issues/5771#issuecomment-533204022)

Done:

审查 ArduinoCore-API 中新的 API 代码，并将已完成的 megaAVR 和 nRF52-mbedos 转换与 TODO SAM 和 ARC32 core 仓库进行比较。查看 classic AVR 和 SAMD 的 api 分支，以了解正在进行的迁移背景。官方 SAM 和 ARC32 core 完成转换并使用新的 API 后，即表示完成。
