🚀 Enhancement: Apprise as a messaging provider

Support for [Apprise](https://github.com/caronc/apprise) Appwrite as a messaging provider.

### 🎤 Pitch

Since Apprise supports [so many targets](https://github.com/caronc/apprise?tab=readme-ov-file#supported-notifications) (be it push, email or sms) and can even be easily integrated into existing applications or configured as a separate server, it would add a lot of messaging providers to Appwrite in one fell swoop.

Notification targets can be configured through templating the apprise urls based on existing target types on the user.
