### Summary
If users try to access an S3 resource via a permanent / un-signed URL which does not have public access enabled then they will see an error upon accessing the URL.
### Why should this be worked on?
Some users may get confused and think that the S3 plugin is not working when their permanent URL does not provide access to the resource.
