Need option to Create Lambda functions

Need an option to also create lambda functions if it does not exists. Currently only existing Lambda functions can be updated, and if function does not exists, we get below response:

Start by locating the existing Lambda deployment flow and the AWS operation that updates an existing function. Define the missing-function path and verify that deployment creates the function when needed while preserving the current update behavior.
