前端portal 获取环境env接口使用错误。错误使用openap接口

**描述bug**

在接入sso的时候，会跳过openapi接口的路径，但是前端如果要是使用openapi的路径会导致无法验证接口。
只会在这种情况先出现环境无法获取的问题。修改接口

**复现**

通过如下步骤可以复现：

1. 接入sso认证，拦截路由。
2.配置跳过路径，避免api接口和ui接口冲突。
3. 前端调用获取配置文件。
4. 获取环境接口发生报错
