startup.sh prompt fail when port used by another process

When I run
```
sh script/startup.sh
```
to startup configservice,

The terminal show
```
[wxq@localhost configservice]$ sh scripts/startup.sh
Sat Apr 9 06:07:05 PDT 2022 ==== Starting ====

Waiting for server startup
Sat Apr 9 06:07:05 PDT 2022 Server started in 0 seconds!
```
`0 seconds!` make a little confuse to me.

After investigation, found that because the port 8080 use by another process.

The startup.sh script use curl to detect

when the process isn't apollo's process it will detect successfully too.

**Describe the solution you'd like**
```
if (port in use) {
if (port use by another process) {
prompt user that port xxxx in used, the process is yyy
} {
prompt user that the apollo's process running, so cannot startup.
}
} else {
origin script's logic
}
```

**Additional context**
If we can detect the port use by another process, and prompt it to user, it will reduce user's troubleshooting time.

Sometime when port use by another process, but the log is not

It show `java.lang.IllegalStateException: org.springframework.boot.web.servlet.context.AnnotationConfigServletWebServerApplicationContext@51e2adc7 has not been refreshed yet`, but the true causes are the port in use and user's config `spring.datasource.url` doesn't correct. It is a little hard to resolve.
