Slowly move the project from ZH to EN

For people like me who are not fluent in chinese it is often hard to find around in the project documentation or helping out when seeing issues or PRs. The project is solving an important issue in my opinion and it would be great to make contributing/helping out/learning more accessible for even more people by switching (or requiring) all issues/PR/documentation to english.

PS: I think there is also a lot of ZH in the Code etc

There is already a Issue #3541 that only covers the documentation but I think its not really enforced since I see a lot of PRs/Issues still only in ZH
