Future of Neuroglancer

It is likely that for larger proofreading efforts we will need to support new Neuroglancer features that the seung-lab fork does not have.

Tasks:
* Identify features in google/neuroglancer that we will need for larger proofreading efforts. Brock has already identified multiscale mesh visualization.
* Discuss the best way forward. Is it coordinating with Princeton on merging google/neuroglancer into seung-lab/neuroglancer, is it cherry picking in features that we want, or is it something else?
* Identify what LOE would be required for the option we choose.
