Default .`upignore` should be automatically created

* [x] Are you an Up Pro subscriber?

## Description

By default, `.upignore` ignores dotfiles. This behavior makes sense, but can be surprising when you don't explicitly set it anywhere. Would be cool if the .upignore file is always created and contains `.*` when you set up the project. That would be more intuitive and less "magical" :)
