High KMS request usage

## Prerequisites

* [x] I am running the latest version. (`up upgrade`)
* [x] I searched to see if the issue already exists.
* [x] I inspected the verbose debug output with the `-v, --verbose` flag.
* [x] Are you an Up Pro subscriber?

## Description

It looks like KMS requests are happening very frequently, I've blown through almost 19K in a little over a week, and I'll be past the free tier very soon.

I _think_ the issue has to do with warming, as I didn't have this problem before I enabled that feature. This is far from 100% confirmed, just a correlation I think is reasonable to investigate.
