Proxy setting overrides for development

## Prerequisites

* [x] I am running the latest version. (`up upgrade`)
* [x] I searched to see if the issue already exists.
* [ ] I inspected the verbose debug output with the `-v, --verbose` flag.
* [ ] Are you an Up Pro subscriber? - soon! getting the app ported from sam first.

## Description

The proxy max timeout of 25 seconds does not allow enough time to debug. need to be able to turn it off completely for local development environment. Sometimes step through debugging can take a few minutes.
