Make sure initial deploy with insufficient permissions fails nicely

Right now you'll get `Error: cannot find the API, looks like you haven't deployed` on subsequent attempts to interact with the deploy, and can use `up stack` to see the stack's status, but it's not obvious that permission (or something else) went wrong.
