Refactor layout navigation

I'm not happy with the general navigation, but I need some time to meditate on this and decide what I want, it's tricky since it has to work well for all future products as well. For example if the sidebar nav is going to be icons-first, it should expand on hover so you don't have to wait for the tip, but there many layout related things I'd like to fix.
