Feature Request: Taking account of update status of mirror sites

This is a feature that exists in [apt-smart](https://github.com/martin68/apt-smart) which doesn't seem to work for Debian mirrors although it does work for Ubuntu mirrors.
In addition to speed, it also checks the time each mirror has been last updated, and gives some score for this as well, although the fact that a mirror hasn't been updated for a long time seems underrated.
