Add Brotli compression to Parquet

Hi,

Google release a new compression algorithm called Brotli.
A new compression algorithm for the internet, as they claim.
Currently Firefox and Chrome (both developer editions) already
support Brotli, as such as e.g. ngingx.

I'm the author of jbrotli - the Java bindings for brotli.

I'm curios and doing a survey, if jBrotli is an option for parquet?
Feedback is welcome.

Lies zunächst das verlinkte parquet-format-Issue #267 und das Hadoop-Issue HADOOP-13126, und prüfe anschließend PR #344 auf bereits vorhandene Arbeiten. Das Issue nennt keine Dateien oder Tests und bittet um Feedback dazu, ob jBrotli geeignet ist; daher hängt der Abschluss von einem festgelegten Umfang und einem vereinbarten Implementierungspfad ab.
