Add support for AWS S3 us-gov-east-1 region

## Summary

AWS GovCloud has both an east and west region and at the moment only the original us-gov-west-1 is supported

A PR will follow to add S3 support for us-gov-east-1 region

首先定位 us-gov-west-1 区域现有的 S3 支持，并追踪其区域端点的定义方式。然后为 us-gov-east-1 添加等效支持，接着验证 S3 操作能够识别新区域，并且现有检查能够通过。
