12.3集群版偶现异常

12.3集群版，有时会出现以下bug
我做了个重置的业务逻辑，先删除所有分组，然后新建默认用户信息(直接插入数据，让iotdb自动建时间序列)就会报这个错，但也不是每次都报，12.3单机版就没这问题

Start by reproducing the reset sequence described in the issue on the 12.3 cluster edition: delete all groups, then insert the default user information so IoTDB creates the time series automatically. Compare repeated runs with the 12.3 standalone edition and inspect the attached error screenshot. Done means identifying and fixing the intermittent cluster-only exception, with a regression check for this sequence.
