The Java Hash functions and possibly other functions, need to be more centralized, e.g., in DS-java-common.

This should actually be a discussion, but some functions, like our MurmurHash3 implementations are not necessarily available elsewhere in the form that we like, but are used by more than one Java repository. This could apply to some of our specialized math functions as well. Perhaps they should be in a common repo like the DS-java-common.

Start by comparing the MurmurHash3 implementations and specialized math functions used across the Java repositories, then review what DS-java-common already provides. The issue is done when the functions to centralize, their target repository, and the scope of the shared API have been agreed.
