Add GitHub action to publish wheels to PyPi / TestPyPi

We already have a GitHub workflow that builds wheels when the repo is tagged with a release tag or rc tag. Hoever, we have to manually download these files and upload them to PyPi and TestPyPi.

I would like this automated.

Start by locating the existing GitHub workflow that builds wheels for release and rc tags, then review how its artifacts are produced. Update the workflow so those wheels are published automatically to PyPI and TestPyPI, and verify that tagged releases complete both build and publication steps.
