Reproduce the failure with `python -m pip install -r requirements-310.txt` on the reported Python 3.11.2 macOS setup. Then inspect `CMakeLists.txt`, `cmake_modules/FindArrow.cmake`, and `cmake_modules/FindArrowPython.cmake` around the reported package lookup. Done means the requirements install completes without the pyarrow build failure, though the issue does not specify the intended dependency or platform change.
