Unable to delete Secondary Storage

##### SUMMARY

I added second secstore to one zone, and some images and templates were copied to it automatically. Now I want to delete it and an error occurs. There is no any mechanism in Cloudstack for removing templates from specific secstore or forcibly deleting a secstore.
Of course I can modify some records in DB like in https://github.com/apache/cloudstack/issues/8540 https://github.com/apache/cloudstack/issues/7347 but it's not a solution

Some of them are downloaded, some are not.

在 Oracle Linux 8 上使用 CloudStack 4.19.1.0，借助包含已复制模板和镜像的区域，重现辅助存储删除失败。跟踪删除行为以及报告的存储/模板状态；完成标准是无需手动更改数据库记录即可移除辅助存储。

由索引模型根据 Issue 内容生成。
