2. Clone the shared network offering > Change the userdata to config drive

3. Check the clone shared network offering configuration it remains virtual router

Network offering changes should be persisted when cloned

Start with the clone network offering workflow described in the linked CloudStack admin guide and reproduce the change from virtual router to config drive. Trace where the cloned offering is saved, then verify that reopening its configuration retains the selected userdata setting.
