4. Cloudstack vm Ha process tries to restart the vm

Cloudstack vm ha mechanism should not try to restart the vm which is in error state

Start by tracing the CloudStack VM HA process for a VM whose deployment has failed and whose state is error. Reproduce the failed deployment described in the issue, then verify that the HA mechanism does not attempt to restart that VM.
