### What to do about it?

Cloudstack should throw an exception saying the nfs mount is an invalid

Cloudstack is doing the validation only when adding primary storage

Start with the secondary-storage add flow and the cleanup path shown in SystemVmTemplateRegistration.java and StorageManagerImpl.java. Reproduce the issue with an invalid NFS mount point, then trace why the mount failure does not reject the storage. Done means the add operation throws an invalid-mount exception and has regression coverage for the failure.
