Description

### problem

Unable to automatically download the systemvm template in a multihypervisor cluster/environment

### versions

ACS 4.22 , vmware 8 and kvm 24.0.4

### The steps to reproduce the bug

1. Create a Cloudstack environment with 2 clusters ( vmware )

2. Launch systemvm's on the vmware cluster, make sure they are in running state

3. Create a KVM cluster , make sure add a KVM host and a primary storage

4. The systemvm-template for the kvm cluster will not get downloaded automatically , it will be struck in Not ready state

Workaround

login to the running ssvm on the vmware cluster and restart the cloud-service

service cloud restart

This will trigger the download of the systemvm template for kvm

### What to do about it?

Cloudstack should automatically download the systemvm template for the kvm cluster and manually restart of the cloud service should not be needed
