Steps to reproduce the issue
1. Launch a vm in proxmox via cloudstack extension
2. The vm gets a ip from cloudstack vrouter
3. Stop the vm
4. Vr goes into shutdown in Cloudstack
5. Start the vm frm clodustack
6. The virtual router starts but vm doesn't get a IP address assigned
