Research direction

Start by reproducing the reported lifecycle in the Proxmox CloudStack extension: launch a VM, stop it, let the virtual router shut down, and start the VM again from CloudStack. Confirm that the virtual router restarts but the VM receives no IP address; done means the VM receives an IP after the router reboot.
