[Java] Add getInitReservation() to BufferAllocator interface similar to getLimit(), getHeadRoom() APIs

For capturing additional information for debugging/profiling purposes, it will be useful to expose the init reservation for buffer allocator. 

I would encourage someone new to the community to do this.

Start by locating the Java BufferAllocator interface and read the existing getLimit() and getHeadRoom() APIs for their conventions. Trace their implementations and tests, then expose the allocator's init reservation consistently and verify the relevant interface and implementation tests.
