[Java] JDBC test failures for Windows build with timezone != UTC

Run "mvn install" in the java directory on a system with timezone set to PST (Pacific Standard, 8 hours behind UTC).

For the arrow-jdbc module, the following errors occur:

Run "mvn install" from the java directory on Windows 10 with the timezone set to PST, then inspect the failing arrow-jdbc tests: JdbcToArrowDataTypesTest, JdbcToArrowNullTest, JdbcToArrowTest, and JdbcToArrowVectorIteratorTest. Done means the seven reported timezone-dependent failures no longer occur and the module's tests pass.
