[Java] Support delta encoding of dictionaries.

### Describe the enhancement requested

The current API doesn't allow for configuring a dictionary to be delta encoded when writing to an IPC file or stream. Additionally, writing dictionaries with various batches is tedious. It would be helpful to have an API to simplify this process.
