Dedicated Skills tab in Settings

Skills should have their own tab in Settings (separate from Capabilities) showing: your uploaded skills, default/built-in skills (skill-creator, etc.), and organization/shared skills. Currently skills are buried in Capabilities and specific to the user, with no visibility into what's available org-wide.
