### What's Wrong?

[BUG] Dictation push-to-talk (press and hold mic) no longer records — click-to-toggle only

### What's wrong
Press-and-hold on the dictation mic button used to start recording for as long as the button was held, and stop on release. On the current build this does nothing; only a single click, which toggles recording on and off, still works.

### Impact
Hold-to-talk is the faster path for short interjections and avoids leaving an open recording session by accident. With toggle-only, every short addition needs two clicks plus a confirmation.

Possibly connected to #93165 (mic button disappears once the composer has content), since both concern the dictation control in the composer.

Start by reproducing the issue in Windows 11 Chrome with an empty composer, comparing press-and-hold/release behavior with single-click toggling. Investigate the dictation mic control in the composer and compare it with related issue #93165; done means holding records and releasing stops with a transcript, while click-to-toggle still works.
