[Bug] Anthropic API Error: Message flagged by safeguards despite Cyber Verification Program enrollment

**Bug Description**
Getting API error and my message is being flagged with Cyber flag even though I am a part of the Cyber Verification Program. This is a security tool that I am building and has a genuine use case in the industry to safeguard systems against external attack vectors.
API Error: Opus 5 (1M context)'s safeguards flagged this message (https://www.anthropic.com/legal/aup). Our intentionally broad safeguards allow us to deliver more capabilities faster, but can sometimes flag legitimate coding, cybersecurity, and biology tasks. Claude Code can't respond to this message with Opus 5 (1M context).
