[BUG] Personal repos not visible in Claude Code repo picker despite GitHub App installed — requesting index reset

### What's Wrong?

My personal GitHub repositories do not appear in the Claude Code repository picker (Claude Desktop app, Code tab, cloud session). The picker shows "No repositories available" and prompts me to install the Claude GitHub App, which is already installed.

Setup:
- GitHub username: ryoheiraring
- Account type: Personal (3 private repos)
- Claude GitHub App: installed 5 months ago, "All repositories", latest permission update accepted
- GitHub連携 connector in Claude settings: Connected (Web)

Already tried:
- Accepted the latest permission update on GitHub
- Opened github.com/apps/claude/installations/new (redirects to existing installation, already configured)
- Disconnected and reconnected the GitHub connector in Claude settings
- Fully restarted the desktop app

This appears to be the same backend indexing issue as #18467, #27155, #57161, #60637, #65601, #75233.
Request: Please trigger a backend repository index reset for my GitHub account (ryoheiraring).

### What Should Happen?

All repositories the Claude GitHub App has access to should appear in the repository picker.

1. Install Claude GitHub App on personal account with All repositories
2. Open Claude Desktop app → Code tab
3. Click "Select repository"
4. Picker shows no repositories
