[FEATURE] Allow all Github operations for Claude Tag over MCP

### Problem Statement

It looks like Claude Tag only has access to a subset of Github MCP tools that normal Claude Code has. for example, all `actions_list`, `actions_get`, `get_job_logs`, `list_workflow_runs`, `run_workflow` are missing.

This is blocking me from using Claude Tag to execute some workflows that rely on skills that need those tools. for example skills that involve watching Github Actions workflow runs.

### Proposed Solution

Claude Tag should have access to all Github MCP tools

### Alternative Solutions

Not use Claude Tag for these reasons or try to figure out a way to get it done using the MCP tools it does have.
