Description

**Bug Description**
i am trying to create a packet structure to communicate with a PLC, I have created the example packet on the PLC and sent it to mqtt exactly how the target system is supposed to do and wanted to identify whether it's little endian/big endian and if the PLC uses packing of the bits and the safeguard flagged that message for some reason? I dont'; understand this

**Environment Info**
- Platform: linux
- Terminal: vte-based
- Version: 2.1.263
- Feedback ID: 91adc5c6-a7bf-4e2b-83b9-7f8f414d5874

**Errors**
```json
Opus 5 (1M context)'s safeguards flagged this message. Our intentionally broad safeguards allow us to deliver more capabilities faster, but can sometimes flag legitimate coding, cybersecurity, and biology tasks. Switched to Opus 4.8. Send feedback with /feedback or learn more
Details: `[cyber]````
Piste de recherche
The issue names no source file, test, or code entry point. Start by reviewing the reported PLC/MQTT scenario and the safeguard result associated with feedback ID 91adc5c6-a7bf-4e2b-83b9-7f8f414d5874, then trace how the request is classified. Done means this valid request is not incorrectly flagged while the safeguard remains effective for genuinely unsafe requests.
