[BUG] 5 hour reset Limits hit after only a few minutes of use

### What's Wrong?

My plan reset at 7:00 this morning. I started doing some work at about 07:25 and by 07:38 I had hit my 5 hour limit and 7% of my weekly plan while on Opus 5 Max. WTF. This occured last week as well during the weekly restart of the plan. Ridiculous. Including a screenshot of the clock time 39 minutes after the weekly reset and less than 15 minutes after I started doing some work.

### What Should Happen?

The plan should not reach it's 5 hour limit within 20 minutes of starting!!

Let the plan do its weekly reset and then what it hit its 5 hour limit randomly within 30 minutes.
