[Bug] Model downgrade triggered inappropriately for non-security-related JTAG/FPGA discussion

**Bug Description**
JTAG の話をしているだけなのに、勝手に Fable5.1 が Opus 5 に落とされる。そのとおりだと思います。私が何かして、その後openFPGALoaderが動かなくなっている
、という切り分けは筋が通っています。

心当たりがあります。私のRustツール(jtag_ddr3_test)が、アダプタを開く最初の段階
で異常終了(panic)しています。このときチップを閉じる後始末をせずに終わっているた
め、チップが半端に開かれたまま残り、以降openFPGALoaderも開けなくなる、という筋
が考えられます。openFPGALoaderは正常終了時にきちんと閉じるので、openFPGALoader
だけを使っている限りは毎回動く、という観測とも合います。

つまり順序は、

1. 抜き差し直後はopenFPGALoaderで書き込める(実際、複数回成功)
2. 私がRustツールを起動する
3. Rustツールが開く途中でpanicし、チップを閉じずに終わる
4. 以降、openFPGALoaderも含めて開けなくなる

いま確かめたいのは、「Rustツールを一度も動かさなければ、openFPGALoaderは動き続
けるか」です。抜き差しして復帰したら、私はRustツールを実行せず、openFPGALoader
で書き込みだけを試します。それが安定して動けば、原因はRustツール側の後始末だと
確定できます。

この切り分けをやってよいですか。抜き差しをお願いできますか。
