**Bug Description**
I have a redacted screenshot showing the contradiction in Claude Code after the reset. The screenshot removes timezone/location-identifying text and only keeps the product state needed to debug the issue.
Visible contradiction in the screenshot:
- Error banner says: "You've hit your weekly limit · resets Sep 15 at 7pm".
- The same Claude Code /usage screen shows:
- Current session: 0% used
- Current week (all models): 0% used
- Current week (Fable): 0% used
- It also shows: "Usage credits are off · /usage-credits to turn them on".
This means the local /usage UI reports zero included weekly usage, while the request gate rejects all Fable/Sonnet low-effort requests as weekly-limit exhausted. The same issue reproduces under --safe-mode, so this looks like a server-side quota state mismatch or stale limit gate after the weekly reset, not a local settings/hooks/plugin issue.

Start by reproducing the mismatch on the Claude Code /usage screen after the weekly reset, including under --safe-mode, and compare the displayed zero counters with the request gate rejecting Fable/Sonnet low-effort requests. Done means the included weekly usage state and request-limit decision agree after reset, with no quota error when the usage screen reports zero.
