Remote Control appears active on a new session despite being disabled in settings

**Description**

I disabled Remote Control in the Claude Code desktop app (Mac, Code tab). Shortly after, I opened a new interactive session for one of my projects, and Remote Control appeared to be open/connected for that session immediately on start, even though the setting was off.

**Expected behavior**

When Remote Control is disabled, no new session should open with Remote Control connected/active, regardless of which project it belongs to.

**Actual behavior**

A newly opened session showed Remote Control as active despite the toggle being off.

**What I checked from inside the affected session**

Asked Claude (running in a sibling session on the same machine) to enumerate other local sessions via its session-listing tool. At that moment, all peer sessions — including the newly opened one — were listed as plain "interactive" sessions, none labeled as a Remote Control or cloud connection. This is inconclusive on its own (the listing may not reflect a Remote Control connection that was active only briefly at session start, or may not surface that state at all) but is included here as additional context in case it's useful for reproducing or narrowing down the issue.

- Claude Code desktop app, macOS, "Code" tab
- Multiple concurrent local project sessions open at the time

**Why this matters**

This project's data is meant to stay strictly local/on-device (no cloud or remote access), so a setting that reads as "off" but doesn't reliably prevent Remote Control from connecting to new sessions is a real concern, not just a UI inconsistency.

Start by reproducing this in the Claude Code desktop app on macOS with Remote Control disabled, multiple local project sessions open, and an exact app version recorded. There are no files, tests, or entry points named; done means a new session remains disconnected from Remote Control whenever the setting is off, regardless of project.
