[Bug] Excessive [cyber] safety flag triggering during Quest/PICO app development

Start by reproducing the normal Quest/PICO development workflow on win32 with Visual Studio, then inspect the feedback ID and the reported stack trace in chunk-bab5vngb.js and chunk-3fchm6tx.js. Done means legitimate development no longer triggers the cyber safety flag and the VirtualMessageList keys and messages remain synchronized.
