[FEATURE] Official WhatsApp MCP server/plugin that works with personal accounts

This request is different in two ways: it asks for an **MCP server** that exposes WhatsApp as tools inside a session (read chats, send messages, search history), and it must work with a **personal** WhatsApp account, not only the Business API.
- [x] This is a feature request, not a bug report.

### Problem Statement

There is no official, easy-to-install WhatsApp MCP server or Claude Code plugin. The community options need a self-hosted bridge or a WhatsApp Business API account. None of them connects a personal WhatsApp account with a simple setup, the way the official plugin marketplace entries do for other services.

### Proposed Solution

A first-party `whatsapp@claude-plugins-official` plugin that ships:

- An MCP server with tools such as `list_chats`, `read_messages`, `search_messages`, `send_message`, and `send_file`.
- Pairing with a personal account through the standard WhatsApp linked-device QR flow, with the session stored locally.
- Optional channel support so that the same pairing also serves the remote-control use case from #36814.
- Install with `claude plugin install whatsapp@claude-plugins-official` and no extra services to run.

### Alternative Solutions

- Community projects (for example `whatsapp-mcp`, `claude-code-whatsapp`). They need a self-hosted Go/Node bridge, break on WhatsApp Web protocol changes, and have no maintenance guarantee.
- WhatsApp Business Cloud API. Needs a Meta business account and a verified phone number. Not usable for a personal account.

### Use Case Example

A freelance developer receives client requests and site screenshots on personal WhatsApp. In a session: "read the last messages from the client chat, summarize the requested changes, and reply that the fix will be deployed today". Claude reads the chat through the MCP tools, does the work, and sends the reply.

Start with related issue #36814 and the proposed tool list to understand the remote-control overlap and required MCP surface. Compare the personal-account QR pairing, local session storage, message and file operations, and plugin installation requirements; done means an official installable plugin supports these flows without an extra service.
