[BUG] Scheduled routine (CCR) sandbox blocks outbound HTTPS to my own deployed domain

### What's Wrong?

Scheduled routine（cron trigger）で動くCCRサンドボックス環境から、自分のプロジェクトの本番サイト（Vercelにデプロイ済みの独自ドメイン）へcurlでHTTPS接続しようとすると、組織のエグレスポリシーによって毎回拒否されます。GitHubへのpush/pullは問題なく動作するため、GitHub関連の許可リストは機能していますが、それ以外の任意の外部ドメイン（この場合は自分のNext.jsサイトのAPIエンドポイント）へは接続できません。

### What Should Happen?

Scheduled routine（CCR）が、ユーザー自身が所有・管理していることが明確なドメイン（このリポジトリのVercelデプロイ先など）へ、外部APIとしてHTTPSリクエストを送れるようにしてほしい。または、Environment設定画面などからエグレス許可リストを自分で編集できるようにしてほしい。

### Steps to Reproduce

1. Environment ID env_01KVGSseWA1FH117LEiHBMUu 上でCCRのscheduled routine（trig_01FKy4haovBHeynLLJjnqzeG、毎週日曜9:00 JST実行）を実行する
2. サンドボックス内から curl https://big-happiness.com/api/... のように、自分のプロジェクトの本番APIエンドポイント（Vercelにデプロイ済みの独自ドメイン）へPOST/GETリクエストを送る
3. 上記の connect_rejected エラーで失敗する（同じセッション内での git push は正常に成功する）

This bug occurs specifically in a scheduled cloud routine (CCR / Claude Code Remote), not in the local CLI session. Environment ID: env_01KVGSseWA1FH117LEiHBMUu. Routine ID: trig_01FKy4haovBHeynLLJjnqzeG (weekly, Sunday 9am JST). The blocked domain (big-happiness.com) is deployed on Vercel and fully owned/managed by the account owner — this isn't an arbitrary third-party domain.

The payload identifies no repository file or test; begin with the CCR agent-proxy status endpoint at http://127.0.0.1:32959/__agentproxy/status and compare its noProxy and egress behavior with the successful GitHub operation. Done means an approved path for scheduled routines to reach an explicitly user-managed domain, or a clearly exposed user-editable allowlist, with the reported request no longer rejected.
