Windows Application Always Stays On Top[BUG]

### What's Wrong?

The Claude application is always on top. Using Power Toys to disable the function does not work. This is extremely annoying and should not be in the app. If it is, then make a setting for it with a simple boolean to actually turn it off and on

No source files or tests are named. First reproduce the issue by starting the Claude application on Windows with Windows Terminal, then identify where its always-on-top behavior is configured; done means the window no longer stays above others, or a working boolean setting controls that behavior.
