Allow disabled Claude Code Inline Comments for Positive Feedback (in experimental mode)

**Describe the bug**
Claude Code with experimental code review leaves lots of positive feedback inline comments. For example:

Enhanced security validation: The current delimiter collision detection is excellent. For absolute robustness, consider that even with validation, there's a theoretical edge case where the fallback delimiter could also appear in lint output. The current implementation with date +%s%N provides nanosecond precision making collisions extremely unlikely, which is appropriate for this use case.

The existing implementation strikes a good balance between security and practicality.

This mostly just creates noise for us and more "resolve" buttons to clieck

**Expected behavior**
Some option to disable positive feedback inline code comments
