`/install-github-app` should set up Claude Code to be able to read GitHub Actions run logs

This can be very useful for when Claude Code committed some code and the CI build fails.

For example, in one PR, I commented “@claude CI build failed” and it was unable to read CI logs and ends up changing random unrelated stuff. It would be great if Claude Code Actions can check the CI failure by itself.

## Workaround

My current workaround is to copy the relevant CI output to Claude in the comment.
