Skip the PR review or Claude actions if limit is reached

Currently we run claude code for PR reviews but I've noticed that once the limit is reached. The review step will error out resulting a big red "X" besides every PR created afterwards. This makes is hard for engineers to understand whether it's the tests that are failing or if it's because we reached the limit. If would be great if we can have a way to skip the check if claude limit is reached!
